There are no tram stops visible but I expect them to be in the middle of the road for both directions. there is a tram depot that has rails connected to a tram line street.
Tracks can also be standalone with no road beneath them. Trams are capable of transporting 90 passengers with vanilla trams.

A mass transit DLC was not envisioned at the time. So you bought Mass Transit without fully reading what was and was not included in it, assuming that trams were. Tram services are available in Cities: Skylines Snowfall. Trams operate on tracks and are stationed in tram depots when inactive.
